The article is devoted to the issues of conducting a cadastral valuation of land, including agricultural land. The author's methods of Russian and foreign researchers are analyzed, the problems of modern cadastral valuation of land resources are identified.

The article provides general information on appraisal activities in Russia and in foreign countries (Poland, Slovenia, Australia and USA). The authors conducted a systematic analysis of foreign legislation and methodological framework for assessing horticultural lands existing at the present stage identified positive features of the existing foreign techniques, showing similar traits estimates of horticultural land in Russia and abroad. The concepts of garden and dacha land plots in foreign countries, their social significance and features of the cadastral value and data of land. In conclusion, the article discusses ways to use positive foreign experience in the evaluation of the specified target application in the Russian rating system for better and more correct determination of cadastral value of land.

The article presents a method of accounting land limits (charges) during the cadastral valuation of agricultural land. This allows us to differentiate the cadastral value , depending of presence of protection zone, water protection zone and on other zones on the lands. Cadastral cost of agricultural land on the example of Leningrad region counted. Determination of cadastral cost on the basic presented coefficients will reduce the land tax on the territory which include restricted mode zones of use. It will increase the objectivity of cadastral evaluation.

The article contains the current and future implementation of urban policy in the efficient use of land resources based on consideration environmental area in evaluating the value of land. The focus is on evaluating the effect environmental factors on the market price of land plots for individual housing construction based on a statistical method (regression analysis). As a result, the weight estimates were significant factors. They showed that some of the factors which characterize the environment on the territory a land plot or in its immediate surroundings are important at this stage of development of land relations in Russia and the price of land for individual housing construction respond to such important conditions, such as soil and proximity to areas of recreation.
