There are principles that are included in the basis of common information space. The most of all principles are relevance, predictability, specific, response time, institutional, security. The article consider technical aspects such as the distribution of computing power on the basis of the properties of parallel processes, systems requirements (scalability, distribution), logistics principles of information flow, the implementation of the functions of information processes.
