Agents of the transport and logistics market (TLM) in the implementation of their activities implement solutions aimed at maintaining and developing their position in the market through active interaction with counterparties (cooperation, diversification of capital and activities) in changing environmental conditions. The limited volume of transport services and changes in its structure require formalization and systematization of possible actions of agents. The paper provides an analysis of the factors influencing the activity of TLM agents, their formalization and schematic solutions for the implementation of their activities.

In order to master the growing volumes of passenger and cargo transportation, the expediency of separating cargo and passenger traffic in the main directions of the SCR is considered, both from a technological and economic point of view. The main requirements for specialized trains are considered, which makes it possible to increase the competitiveness of railway transport and reduce operating costs accordingly; increase the carrying capacity and make it possible to master additional volumes of passenger and freight traffic to the Southern region of Russia and the Crimean Peninsula. In the context of specialization of the main directions of the SCR, a corresponding strengthening of their infrastructure will be required to increase the speed of passenger and freight trains, change the nature of the work of a number of technical stations and the development of transport hubs. To increase the capacity and carrying capacity of passenger traffic, it is proposed to introduce the technology of interval control in the entire direction of Sokhranovka-Rostov-Adler, and to improve the efficiency of transport management in this direction, the development of paperless technologies that provide for the conversion of speech commands into written standard orders with entry in automated logs.

The article presents scientific and technological aspects of improving grain cargo transportation in the southern region with the participation of railway transport. Based on the analysis of volume indicators of transportation, existing delivery technologies, scientific provisions in the studied area, the directions of development of grain cargo transportation logistics are identified. The prospects of increasing the supply of grain cargo to the ports of the Azov-black sea basin are considered. The review of logistics technologies of grain cargo delivery to the ports of the Azov-black sea basin by rail is performed. New information tools have been developed to support decision - making when optimizing cargo flows and developing grain delivery plans under multi-Agency conditions. A system of temporary criteria for evaluating cargo flow distribution plans at the port road polygon has been formed .The article presents statistics on purchasing innovative rolling stock for the specified volumes of grain cargo transportation.

The analysis of the use of a private car fleet owned by a large number of owners, which was previously in the hands of a single carrier, was performed. The results of the analysis showed that there are cases when the owners of rolling stock, regardless of the carrier's capabilities, send their empty cars in the opposite direction, which reduces the carrying capacity of the railway and leads to losses. To increase the interaction between the carrier and the operator, it is proposed to create a commercial dispatch circle as part of the traffic control center of the traffic management Directorate. The dispatcher of this division provides round-the-clock control over the progress of the operator's (customer's) cars on the road polygon in accordance with the application submitted by them, from the moment of receipt at the inter-road junctions to their arrival and submission for unloading on the way of General and non-public use of consignees at the destination station. The proposed measures help to increase the productivity of cars, reduce their working fleet, operating costs and the cost of transporting goods. The efficiency of the dispatch circle is determined.

The analysis of the organization of passenger transportation in long-distance traffic in the direction of Center-South. It is known that the transportation of passenger and freight trains on the Russian railway network is carried out on the same tracks, and the dynamics of their growth is ahead of the development of the capacity and carrying capacity of the railway direction in question. In this regard, foreign and Russian experience in the development of growing volumes of passenger and cargo transportation in conditions of infrastructure constraints was studied. The measures of step-by-step development of high-speed and high-speed movement of passenger trains are proposed. The issues of violations of the terms of delivery of goods on the railway network are considered. The main reasons for the violation of the delivery time are systematized on the example of the North Caucasian Railway. The North Caucasian Railway serves the ports of the Azov-Black Sea basin and the consignees of the Southern region. Over the past 10 years, the volume of loading of export cargoes to the ports of the Southern region has increased by more than 47%. Despite the relatively high reliability of cargo delivery, a negative trend in the increase in financial risks of the company RZD was noted. An analysis of the claim work was carried out, in connection with the violation of the delivery deadlines. The issues of speed and delivery of cargo and empty shipments at the North Caucasian Railway are considered. The main reasons for the arrival of goods with broken delivery dates were: the receipt of wagons with broken delivery dates at the joints of the road; Excessive availability of wagons to ports and port oil depots; an increase in the number of passenger trains in the summer. Mechanisms for managing the delivery time in rail transport on the basis of logistics and information technologies have been developed. Expansion of the zone of logistics management of railways traffic to ports based on the use of information systems that allow monitoring of operational work, identify problems of the road network, will reduce the load on the infrastructure of the port roads, fulfill all budgetary targets, and obtain additional profit.

The article includes analysis of the freight market in the Russian Federation. There are factors that influence the choice of transport for the cargo transportation. In the article the work of the new local station "9 km" of the Krasnodar region and possibility of its use as the distributive terminal on approaches to ports is estimated. Shortcomings of a technical equipmente of the station are revealed and offers of technological character on elimination of consequences of these shortcomings are given. To exclude formation of trains to station Novorossiysk and to carry out a selection of ship parties at station Novorossiysk as by 2020 routing increase is predicted. In this regard, power is released, which is confirmed by the graphical modeling. To postpone the formation unloaded in the port of Novorossiysk cars to the station Krymskay to free station 9 km. The article is devoted to study proposals for determination of transportation of dangerous goods. Methodology of selection of the most optimal route for transportation dangerous goods is presented and consists of 11 steps, and also includes factors influencing movement goods throughout the roads. The methods allow to decrease subjectivity factors of assessments of transportation risk and, thereby, to reduce probability of choosing a wrong way to move dangerous goods.
