Estimates by the Finnish experts of prospects of introduction of a visa-free regime of Russia with Finland are considered. Estimates of its influence on business life of Finland are given. It is shown that 60% of respondents expect obtaining benefit by the companies from introduction of a visa-free regime, about 30% don't expect any consequences, and only 8% assume emergence of problems.

To evaluate the effectiveness of remediation of soils contaminated with petroleum or petroleum products, it is advisable to use the method for determining the integral indicator of biological condition (IPBS) of the soil, calculated on the most informative biological indicators. If, before reclaiming the difference between the IPBS contaminated and uncontaminated (background) soil is less than 10%, it is advisable not to carry out remediation. If the value of IPBS re-cultivated soil and uncontaminated soil IPBS value differ by less than 10%, then reclamation carried out efficiently.

A method of expanding the bandwidth and improve the performance of the differential voltage divider – attenuator (AT), which have parasitic capacitance on the outputs C01, C02. The monitoring system of process of stabilization of levels of metal on continuous moulding of preparations machine, constructed useing the observer of a condition is considered. The developed nonlinear observer allows to increase the accuracy of an assessment of levels of the melted metal in the ladle with steel ,industrial ladle and crystallizers, and also makes continuous diagnostics of a condition of glasses of latches. The analysis made on the basis of linearized model, showed the observability and controllability of system on all interval of pouring.

In the article the author considers the problematic aspects and empirical complexities of the modern process of institutionalization of the market of countryside low-rise housing construction. Basing on the results of his studies of the modern market practice of the development of mass low-rise housing construction the author substantiates the necessity of formation the logistic model of integrated and organized development of low-rise housing construction, implementation of which will allow to launch the process of institutionalization of the market of housing and communal services that will provide the extension of possibilities for integrated infrastructural preparation of the territories at the expense of deepening the institutional and operational integration of operators of the market of low-rise house building and the market of housing and communal services. The article discusses the stability of the chernozem biological properties in the combined pollution of lead and an alternating magnetic field. Soil parameters such as the activity of catalase and dehydrogenase, soil biomass, soil phytotoxicity are considered. The main contribution to the change in the biological properties of the soil in the combined pollution by lead and an alternating magnetic field makes lead pollution. The contamination alternating magnetic field with a high level of induction (3000 mkTl) over only reduces the amount of lead pollution of soil biomass, but increases the activity of soil enzymes. At a lower level of induction (300-1500 mkTl) with combined pollution increases the activity of enzymes and biomass is virtually identical to the activity only if contaminated with lead. Phytotoxicity indicators of soil pollution with lead and an alternating magnetic field induction of 300 mkTl did not differ from those of soil contamination only lead, but with an increase in the level of induction to the 1500-3000 mkTl phytotoxicity indicators declined in comparison with the lead pollution at 18-27%.

The article describes the experience of the unique complex of works to improve the operational reliability of the emergency office buildings located in a cramped building, whose main task was to eliminate excessive rolls with hydraulic jacks and ensure the continued trouble-free operation. The dynamic problem  of an anisotropic poroelastic plane under an influence of point source in the steady-state oscillation mode is studied. An analytical solution of the problem as a single integrals over a finite interval is given. Numerical experiments on the construction of solutions are made and the results are compared with the known classical solutions.

The possibility of channeling X-ray fluorescence inside the hollow microvascular at the energy of the exciting radiation in the vicinity SiL2, 3 - absorption edge has been researched. Theoretically obtained the angular distribution of the field passing through the microchannels. The calculation model of inhomogeneous waveguide layer with the generation of X-ray fluorescence inside the walls of the microchannels shows the possibility of escape of radiation at large angles.

The concept of fuzzy way is entered for the development of mathematical toolkit and the model of fuzzy pulse process is offered. The practical component of the article is directed on the description of examples of the decision of separate problems of cognitive modelling with application of the device fuzzy directed graph of the 1st kind. The offered approach will allow to develop forecast scenarios of development of difficult system taking into account its reaction on external influences.

Photometric principles of measurements have found a wide recognition and a wide application in different fields of human activity. It is stipulated by the introduction of photogrammetric works of new technology for obtaining primary information about the locality. At present for obtaining high quality and highly exact airophotographic data digital wide format photographic cameras are used and photogrammetric processing of digital pictures is carried out at special digital photogrammetric work stations.
A great importance is attached to photogrammetric methods during the monitoring of lands for information providing of state realty cadastre. At present land state monitoring is a modern technical trend to provide this cadastre with the necessary graphic and digital documents.
Photographing of small territories (dacha settlements, agricultural buildings etc.), when the scale of airophotography is ten or more times less than the scale of map-making, is quite possible because the object can be photographed on two pictures that is to be located on one stereo pair. This article is devoted to photogrammetric processing of a single stereo pair. At this space facilities for positioning (GLONASS, GPS) secure the coordinates and altitudes of points of photographic. When space signals are properly synchronized with the work of the photograph camera shutter and careful determination of the elements of adjustment of space antenna to the relative centre of projection (s) of camera is carried out the coordinates of projection centres can be used as supporting geodetic points.
Point realization of the above-mentioned terms allows to decrease the number of supporting points necessary for outside orientation of model to one. It should be located at the end of stereo pair opposite its middle. While designing redundant supporting points (for control and improvement of exactness) they should be located in the corners of stereo pair.

Recently, BiFeO3  multiferroics have drawn a great deal of attention due to their superior ferroelectric properties in epitaxial thin film form in comparison to counterpart bulk single crystals or ceramics. In this work we present the results on magnetic properties of multiferroic ultrathin films (30-300 nm) of BiFeO3, (BiLa)FeO3 and  (BiNd)FeO3  obtained by sputtering in transverse high frequency discharge, vacuum laser oblation and metalorganic chemical vapour deposition  on monocrystalline  substrates of (001) SrTiO3, (100) MgO and  (100) Al2O3. The concentration of Bi, La и Nd in dodecahedral sublattices was varied. A novel effect of treatment of multiferroic films in a negative corona discharge has been investigated. It is demonstrated that the magnetisation may be increased by up to 35%  whilst the change in    is not noticeable. This effect does not depend on neither film composition no technological method.

The methods and results of designing instrumentation amplifiers multidifferential on two operational amplifiers that significantly reduce the voltage of zero drift circuit and its transfer efficiency of the common-mode voltage. In practical terms, these methods can solve the important task of building a precision analog interface for resistive bridge sensors, which operate over a wide temperature range. Also, it is possible to use multi-bit ADC with a significantly lower reference voltage. In this regard, the article discusses the scheme for determining the tariffs for housing and communal services, to analyze the changes in order to determine the utility rates. Based on this analysis, determine the cause and mechanism of the positive results of the implementation of client-management, in which, as a single information resource of housing and communal services, provided state information system.
