This article describes the role and importance of the water sector in regional infrastructure for guaranteeing the viability of social-economic environment of the region. It substantiates the composition of water sector elements, their interconnection, problems of development in the modern conditions of limited financing of infrastructure objects. The article gives reasons for the necessity of using the concession in order to additionally attract private investors’ funds to realize infrastructural projects. It creates the guidelines of concession mechanism improvement including the usage of infrastructure bonds, improvement of the checklist of indicators included in the investment agreements for the concedent and concessionaire. The article offers the list of criteria for selecting the priority projects in the field of regional infrastructure.

The optimization of multilayered one-dimensional nonlinear structure of Raman amplifier of optical signals consisted of alternate active nonlinear metal layers and passive dielectric has been studied. The amplification of the reflected and passed field energy was calculated for different structure types. The effective replacement of passive layers by active media in the middle and in the end of structure has been demonstrated.

The factors affecting the formation of the intellectual property in economic structures. It is shown that the most important of them are: business entity formed in an innovative atmosphere, staff training and the ownership of the methodology of inventive problem solving, formed the scientific and innovative school, the presence of structure responsible for the protection of intellectual property, participation in grants initiated by the Ministry of Education and Science of Russia (in vol. h. performed under the Resolution of the Russian Government and aimed at the integration of universities with the production), access to databases of scientific and technical information.

From the point of view of development of control systems, a significant disadvantage of indirect adaptive control systems of moving objects is the fact that the limiting the properties of such system are determined by the basic adaptive regulator. In other words, to solve the problem of adaptive control it is required to find a non-adaptive regulator, which solves the problem of marine autonomous vehicles. In this case, the adaptive controller replaces many controllers that solve the control of multiple objects in a non-adaptive domain. The paper presents method of direct adaptive control for marine autonomous vehicles. Nonlinear mathematical models are considered. The method is based on position-trajectory control approach. It is proved the designed by suggested method controller is a vector nonlinear PI-regulator. The regulator ensures asymptotical stability of the closed-loop control system.

Symmetry of single-walled carbon nanotubes is analyzed using the parent phase approach. Transfer of the planar hexagonal order of graphene sheet onto surfaces of chiral and achiral nanotubes is divided into two steps. At the first step the rotational symmetry of graphene is reduced. In addition, the reflection symmetry is vanished for chiral nanotubes. At the second step the resulting subgroup symmetry is mapped in homomorphical way onto the symmetry group of the single-walled nanotube.

In this report, we propose an approach to the automatic extraction of such components of the image, that are most useful for human observers to solve the recognition task. This approach is based on the concepts of psychophysiological mechanisms of grouping the simple features at the preattentive stages of visual processing. A method is based on digital image processing by a software implemented model "filter-rectify-filter". The extraction of the most informative areas of the photograph is based on finding local maxima of the model "outputs". The calculation results indicate that the areas of the image containing spatial modulations of the local features may be very useful for the recognition of faces.

In clause the opportunity of use balloon cable system descent to transport operations in remote mountain conditions is described. Dependence of system on wind influences is reflected. Proceeding from this, the design procedure of dynamic pressure which arise in the top suspension bracket of system is resulted, in view of mobility of a balloon under action of a wind. The technique allows to estimate the pressure arising in the top and bottom points of a suspension bracket at change of force of a wind, lengths of a suspension bracket, a corner and speed deviation of a balloon.

Management of large flows of people involves the use of the automated software and hardware systems. In this investigation it considered the key aspects of the design and operation of such systems. It represents the mathematical model, formalizing the operation of such systems. The article presents an iterative linear complexity algorithm for finding the input flow of jobs arriving to the queue of the informational access control system of object on the basis of statistical data, developed by the author. Access-control system is considered as the queueing network.

The paper presents the results of computational statistical experiment to estimate field radiation exposure on the soft tissue of the human body when external pressures are nondivergent narrow beam of gamma photon radiation. As an example, adopted the energy of a photon that enters 102 group energy axis constant laboratory ABBN. Given dose distribution in a cylinder diameter of 20 and a length of 10 centimeters. The method of statistical tests, known as Monte Carlo. Is used modify of the method with calculation the inverse functions. The article represents the theoretical analysis of scientific literature in the field of crossing of biological and sociological knowledge. Association of opportunities of both sciences in creation of complex conceptual model of biosocial regulation of human behavior was the purpose of this analysis. The existence of considerable similarity in ideas about the key factors of human behavior in doctrines of the sociologists who develop subjectivistic approach, and in the biological theory of functional systems is demonstrated in this article. The text contains the short review of scientific facts that confirm existence of interrelation between life experience of the individual, character of his social behavior and neurochemical regulative systems' status. The results of researches of animals and the person that have discovered the social effects of such neuromediators, as oxytocin, serotonin, dopamine are considered. The potentiality for using the high-organized animals for natural biological modeling of social objects is discussed.

The results of research of characteristics of behavior under stress, depending on the individual level of testosterone and sex composition of the group are presented in the article. Study was an experiment with natural biological model of a small social group. The laboratory mice were used as model animals. The living conditions in the modern city were modeled in experiment. The influence of external factors to the level of testosterone in the animals blood, both males, and females, are demonstrated. A correlation between the characteristics of the individuals behaviour in the group and the concentrations of testosterone was detected out. For the males the nature of this relation was not dependent on the number of stress factors: the dominant male-mouse has had the highest rate of male sex hormone in the blood. The females of the control group had the opposite trends: most active female-mouse had testosterone levels below the average. In stress the feedback watched for females became similar to trends specific for males. The same-sex groups had feature consisted in higher concentrations of testosterone in the blood of the test mice compared with animals that belong to bisexual group, as well as the more aggressive nature of relationships in group and the lack of a dominant individual. The parallels between the obtained results and data of the researches of social processes are considered.

Timeliness of the topic is caused by the necessity of making amendments in Maritime activities development strategy of the Russian Federation till 2030 and drafting of Federal law blueprint for national administration of maritime activities which require expert reviews of regulatory documents and public discussion on major issues. Today for Russia it is of particular importance to foster a mature civil society and to develop its ability to influence on adoption of political and administrative decisions. The present research goal is to reveal the interaction principles between political subjects in the process of maritime activities development strategy. Novelty of the selected approach consists in applying of the model principles to studying of civil society structures’ participation in strategic solutions formation in terms of maritime sphere. The research objectives are the following: model building of networking interaction between political subjects in the process of maritime activities development strategy; specifying of civil participation forms in the strategy development; revealing strengths and weaknesses in the mechanism of strategic solutions approval in terms of maritime sphere; drafting proposals of management process improvement in industrial management using maritime activities administration as an example. For designing political developments we use IDEF0 modeling technology, the most suitable for achieving the objectives, because it is necessary to create a logic model of the entire system as a set of interrelated functions and elements. Purpose of creating the model is a comprehensive vision of functional relations in policy decisions (in the form of doctrine) and methods of their realization (in the form of strategy) for revealing weaknesses within the system in the context of deviation from the stated goals, and as a result we have a problem solution dealing with the political management quality. Main conclusion: quality of strategic decision-making depends on the level of institutionalization in the interaction process between political decision-making participants and on the involvement of civil society structures in the performance control.

The methods for the detection of faults of actuators, devices and algorithms for fault tolerance were considered. The problem of fault diagnosis is an important aspect in the design and use of control systems. Marine objects are complex hardware and software systems involved in the tasks taking place in uncertain environments, there is a way the degree of autonomy becomes an important issue. Therefore, the ability to detect and to continue to maintain the health while an error or equipment failure is a key factor for the successful completion of the mission or the resumption of the previous state of the object.

In the work pointed out that currently the most common method for the disposal of solid waste production and consumption (JET) is to bury them in landfills. The authors have studied the requirements for the placement of landfills for disposal of municipal solid waste production and consumption and concluded that most of the already existing landfills POMB not in compliance with environmental regulations, and the construction of new landfills have not been fully taken into account environmental aspects and factors. We also study the features of the existing types of landfills for disposal of solid waste production and consumption. In conclusion, the authors concluded that the device ranges JET shall be in accordance with the established procedure for the design, operation and rehabilitation of landfills for municipal solid waste with the obligatory account climatic features of the area in question, geological and hydrological conditions of the terrain and conditions to ensure environmental safety.

Ecological features of the impact of landfills on the environment in the regions where they are located In the article the analysis of environmental problems arising from the placement and operation of solid waste landfills. The most important of them include negative impacts on various environmental components in the area of polygons. The result of this impact is the degradation of the existing ecosystem. Therefore, landfills should be considered as secondary sources of environmental pollution in the urban environment. Conducted detailed analysis of the technological operations of the process of waste disposal and assessment of the environmental impact at each stage. In the result of the analysis revealed that the greatest impact on the environment provides a plot of discharge, where discharged and compacted waste. This requires further investigation to develop appropriate engineering and environmental activities.

The analysis of the main problems in the field of solid waste production and consumption in the city of Rostov-on-Don, determine the most important of them - the lack of separate collection of waste, low level waste recycling, insufficient waste treatment enterprises, inadequate coverage of rural service collection and waste removal, exclusion of large areas under waste disposal, illegal dumping. Studied the current system of handling tvedrymi waste production and consumption in the city of Rostov-on-Don, revealed its priorities, chief among them - increasing the share of industrial waste recycling and reducing the amount of waste to be disposed of. It is concluded that the lack of effectiveness of management of solid waste production and consumption and the need for a radical change in the existing strategy for waste management in the city of Rostov-on-Don.

In the article the analysis of the environmental features of the main stages of solid waste management consumption in the Russian Federation. Each stage has environmental and economic features of the implementation. Ecological features suggest danger in the form of toxic compounds, heavy metals, pathogenic microorganisms, as well as the negative impact of waste on the environment (aesthetically unattractive, unpleasant smell of the places collection of solid waste). In addition to environmental characteristics, the waste management system there are many economic issues related expenditure in a system of solid waste management consumption. Thus there are costs both before and after the operation of waste treatment facilities.

Testing and debugging of real equipment is a time consuming task. In particular, in the case of marine robots, it is necessary each time to carry out the transportation and deployment of a robot on the water. Experiments with not yet fully functional prototype of marine robot equipped with expensive hardware is in the meantime very risky. Therefore, the use of simulators is affordable way to accelerate the development of robotic systems from the viewpoint of labor effort and cost of experiments. This paper presents a simulator specifically designed for autonomous unmanned underwater vehicles.

The effectiveness of methods for determining the parameters of hardening cement-gears is taken in consideration. Cyclic experiments were carried out on samples of 10 mm diameter and cogwheels experienced module 6 mm. According to tests constructed fatigue curves expressed in stress level depending on the number of cycles to failure. To determine the hardening effect and hardening parameters calculation method, it is necessary to construct diagrams of the distribution on the dangerous section details microhardness, residual and operating stresses. Study conducted microhardness distribution on the microsections using ПMT-3 microhardness. Scan-ID technology residual stresses СИТОН or method of Turovskogo M.L. can be used to investigate the distribution of residential of stresses. Values of operating stresses are defined by finite element method using a special program Femap and NX Nastran. Calculation methods defined values of the effect of hardening the samples and experimental teeth of wheels, which are respectively 1,6 and 1,66. These values are close to the values of the hardening effect, obtained by the experimental method. This confirms the feasibility of using the calculation method to study the effect of hardening parameters and other factors on the fatigue resistance of parts. Application of the proposed method has the prospect of strengthening the development of technology in engineering mechanical manufacturing sectors.
